PDF (Portable Document Format) is a file format that has captured all the elements of a printed document as an electronic image that you can view, navigate, print! PDF files are created using Adobe Acrobat, Acrobat Capture, or similar products. GeoPDF maps are standard PDF file format but with projection information included within the document. This allows programs that can read this information to place the document within a spacial plan on your device. Basically placing the map where you are in the world by using GPS satellites to find your location. GeoPDF files can be read by standard PDF viewers and printed.

JPEG map?
JPEG is a commonly used method of lossy compression for digital images, particularly for those images produced by digital photography. The degree of compression can be adjusted, allowing a selectable tradeoff between storage size and image quality. JPEG can also be georeferenced by adding two files, both are used to georeference the image in different programs. Althrogh the file size can be smaller, the quilty of the image degrads if scaled up and is less desireble then PDF or TIFF's file formats.
What is NAIP?
The National Agriculture Imagery Program (NAIP) acquires aerial imagery during the agricultural growing seasons in the continental U.S. A primary goal of the NAIP program is to make digital ortho photography available to governmental agencies and the public within a year of acquisition. NAIP is administered by the USDA's Farm Service Agency (FSA) through the Aerial Photography Field Office in Salt Lake City. This "leaf-on" imagery is used as a base layer for GIS programs in FSA's County Service Centers, and is used to maintain the Common Land Unit (CLU) boundaries.
